環署贊成深澳煤電？ 藍要說明卻遭駁
【台灣醒報記者鄭羿菲台北報導】「拒絕煤電廠」、「環保署副署長詹順貴下台」國民黨立委15日一早在社福衛環委員會舉牌抗議，並提案要求「投下贊成關鍵票，導致深澳燃煤發電廠擴建案通過的詹順貴到場說明」。立委蔣萬安表示，「環保署一手打空污、一手蓋煤電廠，立場令人費解，在無法了解詹順貴贊成的立場前，審空污法都是打假球。」但國民黨立委賣力杯葛2小時，但民進黨最後仍以人數優勢通過詹不需到場，續審空污法。
「沒有了解環保署贊成深澳電廠擴建的原因前，審查空污法就是要求國民黨配合打假球，我們反對先審法案。」蔣萬安15日在立法院表示，環保署一手想推空污法解決空氣污染的問題，另一手卻贊成擴建燃煤電廠火力全開，邏輯何在？希望詹副署長能夠到場說明，釐清社會各界的疑慮，若大家誤解他，他也能辯駁澄清，躲起來沒辦法解決問題。
台電規劃深澳燃煤發電廠擴建，提出引進日本橫濱磯子電廠的超超臨界機組、配合空氣品質降載，及縮小1/4的機組規模等條件，在15日下午進行「環境差異」分析審查，最後在16位環評委員中，有8票支持「審核修正通過」，認為「應就變更內容重新辦理環境影響評估」的，也有8票平手。
其中，擔任主席的詹順貴投下關鍵性的「修正通過」票，讓擴建深澳燃煤電廠案以9：8通過審查，也讓環保團體跌破眼鏡。詹順貴指出，從環境影響差異分析來看，台電的規畫確實比之前的要好，但有2點附帶要求，一、經濟部對外公開說明能源配比的達成方式與本案定位，並考量本案開發的必要性。二、硫氧化物排放總量從每年4420噸降到1438噸，懸浮微粒、廢棄物總量不得超過舊廠排放汙染總量。
國民黨團不甘示弱地立馬在15日一早召開「動員早餐會報」，並在社福衛環委員會9點一開議便發難，立委王育敏、陳宜民等人提案要求詹順貴與衛福部次長薛瑞元等，曾在14日參與環差會議的2人必須到立法院，釐清到底為何投下贊成票、背叛改善空氣品質，才能繼續審查《空氣污染防制法》。
立委王育敏批評，空氣污染是民怨之首，有8成2的民眾對空污憂慮，通過深澳電廠環差案，無疑是增加民眾對政府解決空氣污染的不信任、憂心空氣更不好，而環保署竟以10年前的環保標準來判斷是否通過環差案，而非以現行環保標準重新「環境評估」，「根本一點都沒進步，而是『倒退嚕』，執政黨還有資格叫『民主進步黨』嗎？」
在國民黨立委程序發言「2個小時」後，擔任主席的民進黨立委邱泰源進行提案表決，而民進黨6席委員一致反對「要求詹順貴到場說明」，贏過國民黨5席委員的贊成票，國民黨敗陣無法要求詹順貴到場說明。
